Monitoring Officer’s assessment of complaint against Member A: (a) failure to declare a DPI at Planning Committee – prima facie case found, formal investigation recommended; (b) improper influence of planning officer – insufficient evidence, not to be investigated. Recommends appointment of independent investigator and Independent Person under Localism Act 2011. Strict confidentiality on identities of Member A and complainant required.
