Practical guidance for all Council officers involved in commissioning or contracting, updated to reflect the Procurement Act 2023 (in force February 2025). Sets out six mandatory procurement principles, a six-tier threshold and method framework (from direct award below £5,000 to full Act-compliant tender above £213,477 for services), the full procurement cycle from planning to contract award, and the mandatory 8-day standstill period. Requires Conflicts of Interest declarations before every exercise and a minimum 10% social value weighting on all contracts above £100,000.
