Strategy addressing 19% rise in homelessness presentations (324 households in 2024/25), 112 in temporary accommodation, 14 rough sleepers. 4 strategic objectives: prevent homelessness, rapid rehousing (target max 6 weeks in TA), end rough sleeping by 2028 via Housing First, DA housing pathway. Key actions: Rough Sleeper Navigator post (Jul 2025), £100k Private Sector Access Fund, 20 Housing First placements by Mar 2026. Funding: MHCLG grant ~£480k plus UKSPF.
